Since it was established in 1998, Art-Line Engineering has had its own design bureau, which develops racing equipment. Today this is the only team of designers and engineers in the former Soviet Union that can design and build a modern open-wheel car.

The design bureau is fully equipped with state-of-the-art computers that allow it to use CAD/CAM/CAE systems to calculate stability and aerodynamic resistance, model the work of specific components and forecast the performance of the formula on the track.

Art-Line Engineering owner and manager Shota Abkhazava, who has significant experience in engineering and design, works closely with the bureau. Sergei Piskunov heads the Art-Line Engineering design team. Piskunov’s name has been known well in the Russian motorsports sector since the late 1980s. He has developed a number of landmark projects for closed-circuit racing.

In the early 1990s Piskunov designed the Gardarika F-1682, which had a front suspension with a single-acting shock absorber of a type that remains in use to this day. He was also responsible for the creation of the first Russian two-liter engine car in 1995. F-2097 and F-2098 Astrada formulas with steel welded-space frames competed on equal terms in the Russian Formula 3 Championship with Italian Dallaras, which have carbon-fibre monocoques.

Between 1999 and 2004 Art-Line Engineering used the Dallara F393 and F399 chassis in the Championship of Russia. During this period the team accumulated experience with modern racing equipment. At the same time, it carried out research and development for a modern Formula 3 car.

The first Russian formula with a carbon-fiber monocoque was used in a race in 2005. The ArtTech F1605 was designed for the Formula 1600, but already complied with international Formula 3 standards. Its design incorporates a number of solutions similar to those used in the Formula 1. The formula has been constantly improved. Dozens of alterations were made based on the results of races and various tests, including wind tunnels. As a result, the ArtTech F1605M was presented and in mid-2007 the F1607 was unveiled. Pilots driving F1607 cars won the individual gold and silver medals and the team gold in the 2007 Formula 1600 Championship.

For the first time in history, a Russian formula won a championship, breaking a long-time tradition of domination by Italian cars.
